Your telegram 276 of 13th February, 1947. Additional expenditure for revised Grant Code.
1. Estimate given in my telegram 232 is now revised owing to recent staff changes. The introduction of Oversea and Charge allowances would now entail the following increases subject to reductions shown in paragraph 2 below.
Charge allowances to 16 Headteachers at £150 total £2,400.
Oversea allowances to 5 Masters at £100 total £500.
Oversea allowances to 8 Mistresses at £70 total £560.
Total extra expenditure on these heads is £3,460.
2. But there are deductions to offset this increase. On the previous scales salaries of teachers in this caregory were up to £600 but the introduction of the Burnham Scale for Assistants reduces this figure so that the immediate total increase in expenditure on Charge allowance is consequently reduced by £1,953 and on Oversea allowances by £643. The present increases are therefore £447 and £417 respectively.
3. In explanation of paragraph 2 the case of Mr. Monks, Master at Diocesan Boys' School, is quoted. Mr. Monks' salary on 1941 Code is £600 but his salary on revised code is £525 plus £100 oversea allowance making a total of £625, an increase of £25 only.
4. When all teachers have reached their maximum the extra expenditure will be Charge allowance £537 and Oversea Allowance £527.

5. Married women whose husbands are in the Colony and members of Religious Orders who are regarded as permanently domiciled in the Far East do not receive Oversea Allowances.
